Türkiye’s Raw Materials: Beylikova Project Set to Become a Global Hub

Energy and Natural Resources Minister Alparslan Bayraktar has announced that Türkiye is finalizing a comprehensive roadmap for its Critical Raw Materials Strategy. Speaking at the OECD Critical Minerals Forum, Bayraktar emphasized that the Beylikova rare earth elements (REE) project is the “cornerstone” of this vision, positioning Türkiye as a major player in the global “Electric Age.”

The Strategic Importance of Beylikova

The Minister highlighted that Beylikova is believed to host one of the world’s largest deposits of rare earth elements. Türkiye’s goal is not merely to extract these resources but to establish a full value chain, moving from raw ore to high-tech end products.

Key Developments at Beylikova:

  • Industrial Scale-Up: While a pilot plant is already operational, Türkiye is moving toward industrial-scale production of rare earth oxides.

  • High-Tech Applications: These materials will be used to manufacture permanent magnets for Electric Vehicle (EV) motors and wind turbines.

  • Technology Transfer: Minister Bayraktar noted that Türkiye is seeking partnerships that go beyond financing, prioritizing technology transfer to build domestic refining and processing capacities.

Energy Diplomacy and Global Crises

Bayraktar addressed the current global energy landscape, noting that geopolitical tensions—specifically the conflict in the Middle East and risks surrounding the Strait of Hormuz—have underscored the fragility of supply chains.

As the world enters the “Electric Age,” global electricity demand is growing at twice the rate of total energy demand. This surge is driven by:

  • EV adoption and charging infrastructure.

  • Data centers and digital infrastructure.

  • Advanced defense systems and cooling technologies.

Türkiye’s 2035 Energy Transformation

The Critical Raw Materials Strategy is intricately linked to Türkiye’s broader energy goals. The Ministry plans a massive structural transformation by 2035:

  • Renewable Capacity: Aiming to reach 120 gigawatts of solar and wind power.

  • Grid Infrastructure: Construction of a 40-gigawatt HVDC (High Voltage Direct Current) transmission line to strengthen grid integration.

  • Market Resilience: Bayraktar called for more transparent pricing mechanisms in the critical minerals market to prevent “volume dominance” by any single country over fragmented buyers.

With more than 62% of its installed power already coming from renewable sources, Türkiye’s pivot toward the Interest-Debt Trap of global commodity dependence is being countered by this focus on domestic processing and high-tech industrial value creation.
