Türkiye Launches Digital Gateway to Ease Foreign Investor Access to Borsa Istanbul

In a bid to boost foreign investor participation and streamline access to Turkish capital markets, Türkiye’s Central Securities Depository (MKK) is developing a new digital platform to simplify and accelerate the investment account opening process.

Document Management System to Digitize Investor Onboarding

The upcoming Document Management System (DMS) will allow foreign investors to electronically submit required documents to licensed investment firms in Türkiye, eliminating the need for time-consuming and costly physical document transfers from abroad.

Once submitted through the platform, documents can be shared with multiple institutions simultaneously with the investor’s consent—reducing redundancy and enabling investors to manage the entire process through a single, centralized portal.

Authorized representatives will also be able to handle submissions on behalf of investors, making the process even more flexible and internationally accessible.

Digital Tax Number Service to Remove Additional Barriers

In addition to the DMS, MKK is preparing to introduce a digital tax number issuance system. Foreign investors require a potential tax number to open an account in Türkiye, and the new service will automate this step.

Through MKK’s digital interface MIM360, investment firms will soon be able to submit investor information to the Digital Tax Office and receive a tax number electronically—bypassing traditional paperwork and bureaucratic delays.

Regulatory Framework and Market Impact

The legal framework for this digital transition was set in April 2025, supporting the MKK’s initiative to create a more efficient, investor-friendly environment in Türkiye.

According to the latest figures, 29,186 foreign investors are active in Borsa Istanbul, holding 35.11% of the total market portfolio. By lowering administrative barriers, the DMS aims to increase international investor confidence and streamline foreign entry into Turkish capital markets.
