Vehicle License Plate Regulation: Free Replacement for Non-Standard Plates

A significant update to the “Regulation on the Implementation of Vehicle Sale, Transfer, and Registration Services” was published in the Official Gazette on April 9, 2026. Prepared jointly by the Ministries of Justice and Interior, the new rules aim to resolve the ongoing confusion regarding non-standard (APP-style) license plates and tighten the monitoring of the plate production process.

Free Replacements and No Documentation Required

The most notable update concerns vehicle owners who were issued non-standard plates by authorized bodies (such as chambers affiliated with the Turkish Drivers and Automakers Federation – TŞOF).

  • Automatic Detection: If traffic police determine that a license plate does not meet the specified dimensions or characteristics, the owner will not be required to provide a “plate production request document” (plaka basım talep belgesi).

  • Zero Cost: Authorized production centers must reprint and replace these non-standard plates at no cost.

  • Context: This measure addresses the “APP-lookalike” plates previously printed by some official chambers, which caused legal confusion for drivers during traffic inspections.

Enhanced Monitoring with Photo Records

The regulation expands the scope of the tracking system for license plate production and distribution.

  • Photo Documentation: From now on, photographic records taken immediately after the plate is printed will be integrated into the official system.

  • Purpose: This digital footprint is intended to prevent the production of “twin” or fraudulent plates and to ensure that every officially produced plate matches the registered vehicle’s data.

Transition Period and New Templates

The government has set a clear timeline for the standardization of all license plates across Türkiye:

  • Uniform Templates: The Turkish Drivers and Automakers Federation (TŞOF) is required to distribute standardized plate molds to all authorized chambers by January 1, 2027. This ensures every plate produced in the country will have the exact same font and spacing.

  • Validity of Existing Plates: Plates printed before this date that include the necessary security features (seals, holograms, and QR codes, where applicable) will remain valid and compliant.

  • Effective Date: While some administrative articles took effect immediately upon publication (April 9, 2026), the technical provisions regarding mandatory photo records and new templates will fully enter into force on January 1, 2027.

Penalties for Counterfeit Plates

The Ministry of Interior has reiterated its “zero tolerance” policy for completely fraudulent or “fake” APP plates. As of April 1, 2026, severe penalties are in place:

  • Fines: Using a counterfeit or illegible plate can result in an administrative fine of up to 140,000 TL.

  • Impoundment: Vehicles found with such plates may be impounded for 30 days.
