Tax Declarations Lead to 702 Billion TL in Taxes

The 2025 income tax declaration period has concluded with historic results, signaling a major boost for the Turkish Treasury. According to data from the Ministry of Treasury and Finance, a record-breaking 5.5 million taxpayers filed declarations, including 401,000 first-time filers.

The systematic use of the Ready Declaration System and increased digital oversight have led to a total calculated tax amount of 702 billion TL.

Breaking Down the Numbers: Business vs. Passive Income

The declarations show a significant rise in both the tax base and the resulting revenue across different sectors.

  • Commercial, Agricultural, and Professional Income:

    • 2025 Declared Base: 897 Billion TL

    • Trend: This figure has nearly doubled from 2024 (512.9 billion TL) and more than tripled since 2023 (270.4 billion TL).

  • Rent, Wages, and Securities:

    • Number of Taxpayers: 2.55 million people.

    • Declared Base: 1.45 trillion TL (A 70% increase over the previous year).

    • Calculated Tax: 446 Billion TL.

Minister Şimşek: “Repentance” Without Penalties

Treasury and Finance Minister Mehmet Şimşek addressed those who may have missed the deadline or filed incomplete information. He emphasized “voluntary compliance” and offered a way out for those concerned about audits.

“Taxpayers who did not declare their 2025 income on time or filed incompletely can benefit from repentance provisions. Those who utilize this will not face tax loss penalties,” Şimşek stated.

Digital Tracking: Banks and Credit Cards Under Review

The Ministry is moving quickly to identify non-compliant earners. For the 2025 period, 37,000 individuals who previously avoided the system were integrated, but a wider audit is now underway.

  • Key Data Sources: The Revenue Administration (GİB) is cross-referencing bank transfers and credit card transactions to find undeclared income.

  • Incentives: In a new move to encourage compliance, the GİB sent personalized “Thank You” messages to taxpayers who filed on time and paid their first installments.

Analysis: A Shift Toward Direct Taxation

The 265% increase in the tax base over two years suggests that Türkiye’s efforts to combat the informal economy are yielding results. By leveraging digital tools and “public service announcements,” the government is successfully shifting more of the tax burden toward direct income declarations, which is a key goal of the current macroeconomic program to ensure fiscal sustainability.
