NATO Ankara Summit: Türkiye’s Role in European Defense

Yaşar Güler

Defense Minister Yaşar Güler emphasized Türkiye’s indispensable role in Western security during the “NATO’s Ankara Time” conference on April 9, 2026. His remarks come at a pivotal moment for the alliance, as preparations intensify for the upcoming 2026 NATO Ankara Summit amidst a volatile geopolitical landscape.

Güler called on the European Union to abandon “exclusionary” security frameworks, arguing that any architecture that leaves out non-EU NATO allies—specifically Türkiye—weakens the continent’s overall resilience.

Strategic Weight: Military Power and Defense Industry

Güler highlighted that Türkiye’s contributions to NATO have reached a level where its diplomatic weight is now more visible than ever. The Minister outlined several key pillars of Türkiye’s current and future involvement:

  • Operational Leadership: Türkiye continues to command naval operations in the Mediterranean and Aegean. In 2026, the Turkish Air Force will assume NATO Air Policing duties in Estonia, followed by Romania.

  • Defense Industry Ecosystem: With a rapidly growing domestic defense industry, Türkiye is positioning itself as a hub for military production and innovation, urging allies to strengthen joint production capacity.

  • NATO Exercise Participation: Reflecting this commitment, the Turkish Navy recently deployed four vessels for major NATO exercises in Rotterdam in early 2026.

NATO Ankara Summit 2026: Goals and Expectations

The upcoming summit in the Turkish capital is expected to be a landmark event for the alliance’s future. According to Güler, Ankara’s primary objectives for the summit include:

  1. Article 5 Reaffirmation: A collective commitment to mutual defense.

  2. Spending Pledges: Concrete progress reports on the 2% GDP defense spending goal.

  3. Industrial Cooperation: Identifying areas to strengthen the “sustainable defense industry ecosystem” across the alliance.

  4. Strategic Balance: Showcasing Türkiye’s role as an “island of stability” despite the “ring of fire” (regional conflicts) surrounding its borders.

The “European Dilemma” and U.S. Relations

The debate over European security has been sharpened by shifting dynamics in Washington. Recent criticisms from U.S. President Donald Trump regarding burden-sharing—specifically concerning the Strait of Hormuz and the Iran conflict—have created a sense of urgency in Europe.

Güler warned that if the EU continues to exclude Türkiye from its defense mechanisms, the damage to European resilience would be greater than any potential reduction in U.S. forces on the continent. This sentiment has found support in Berlin; German officials recently noted that Türkiye must have a “place at the table” when rebuilding Europe’s shattered security architecture.

Leadership and Diplomacy

The Minister credited President Recep Tayyip Erdoğan’s leadership for Türkiye’s “reliable and effective” standing within NATO. By maintaining a balanced approach that protects national interests while fulfilling collective defense obligations, Türkiye aims to act as a strategic balance factor in an increasingly competitive global power environment.
