Turkish Prosecutors Launch Probe into CHP Congress, Summon İmamoğlu and 85 Others for Testimony

Investigation launched over vote-buying allegations during the 38th Ordinary Congress of the Republican People's Party (CHP)
A new development has emerged in the ongoing investigation regarding the 38th Ordinary Congress of Türkiye’s main opposition Republican People's Party (CHP). The Ankara Chief Public Prosecutor's Office announced that it has initiated the testimony process for 86 individuals, including Istanbul Metropolitan Municipality (İBB) Mayor Ekrem İmamoğlu, as part of the inquiry.
Claims of Irregularities Sparked Legal Action
The investigation stems from allegations of irregularities during the CHP’s party congress held on November 4–5, 2023. The congress, which ended with a leadership change from Kemal Kılıçdaroğlu to Özgür Özel, had sparked internal party disputes and claims regarding vote counting and delegate procedures.
Following various accusations and public commentary, the Ankara Chief Public Prosecutor's Office officially launched a probe into the congress procedures.
Focus on Vote-Buying Allegations
According to a statement released on Monday, February 10, the investigation centers on claims that delegates were allegedly paid in exchange for votes during the congress.
The case was initiated in January 2024 following a tip-off to the Bursa Chief Public Prosecutor’s Office, which was then transferred to Ankara for further handling.
As part of the investigation, former CHP Chairman Kemal Kılıçdaroğlu and senior party figure Akif Hamzaçebi were called as witnesses, though both submitted written statements declaring that they would not appear for testimony.
Testimony Begins for 86 People, Including İmamoğlu
On Wednesday, the Prosecutor’s Office confirmed that the process of taking statements from 86 individuals involved in the congress has begun. Among them is Istanbul Mayor Ekrem İmamoğlu, widely seen as a rising political figure and a potential presidential contender in upcoming elections.
The investigation is expected to scrutinize delegate lists, voting procedures, and alleged monetary transactions related to the congress.
Political Ramifications
The probe has stirred controversy, with critics warning that the investigation might be politically motivated amid heightened tensions between the government and opposition figures, particularly following recent legal actions targeting İmamoğlu and other CHP members.
While legal experts note that vote-buying allegations should be thoroughly investigated, the timing and scope of the inquiry have drawn scrutiny, especially as Türkiye’s political climate becomes increasingly polarized ahead of possible early elections.
