Parties Line Up for TBMM Peace Commission; CHP Sets Conditions, TİP Raises Constitutional Concerns

Turkish Parliament

Political parties in Turkey’s Grand National Assembly (TBMM) are lining up to participate in a planned 51-member parliamentary commission focused on PKK disarmament and the broader peace process. Major parties including AKP, MHP, and DEM Party have already announced their participation, while others like EMEP, DSP, HÜDAPAR, and the Yeni Yol Group have also confirmed they will take part.

According to official procedures, parties must submit their final list of commission members by 5:00 PM on July 31, 2025.

Seat Allocation by Party

The expected breakdown of the 51-member commission is as follows:

  • AKP: 21

  • CHP: 10

  • DEM Party: 4

  • MHP: 4

  • İYİ Party: 3

  • Yeni Yol: 3

  • HÜDAPAR: 1

  • Yeniden Refah: 1

  • TİP: 1

  • EMEP: 1

  • DSP: 1

  • DP: 1

MHP will be represented by senior figures including Deputy Chair Feti Yıldız and MPs Levent Bülbül, Halil Öztürk, and Yücel Bulut. DEM Party has named Group Deputy Chair Gülistan Kılıç Koçyiğit, along with MPs Meral Danış Beştaş, Saruhan Oluç, and Cengiz Çiçek.

AKP has yet to announce the names of its representatives.

CHP’s Conditional Participation

The Republican People’s Party (CHP) is still deliberating on whether to participate. The party has made its involvement conditional: it demands either equal representation among parties or decisions to be made by a qualified majority—i.e., by two-thirds or three-fifths of commission votes.

Without such guarantees, CHP may opt not to contribute members.

TİP Warns Against Constitutional Overreach

The Workers’ Party of Turkey (TİP) has expressed a willingness to join the commission—but with a caveat. TİP has stated it would withdraw participation if the commission’s scope veers into constitutional drafting, emphasizing it must remain focused solely on the disarmament process.

EMEP has confirmed participation and will be represented by Istanbul MP İskender Bayhan. Meanwhile, Yeni Yol has decided to contribute members but has not yet finalized names.

Yeniden Refah Party and Democrat Party (DP) are still reviewing their stance. However, HÜDAPAR and DSP have formally committed to sending members.
