Controversy Over Trustee’s 20-Salary Empire: Enis Güçlü Şirin Runs Dozens of Seized Companies

A new controversy has erupted around Enis Güçlü Şirin, the trustee appointed to manage İmamoğlu İnşaat, a company previously linked to Istanbul Metropolitan Mayor Ekrem İmamoğlu. Şirin, who was assigned by the Savings Deposit Insurance Fund (TMSF), currently sits on the boards of more than 20 companies, raising serious questions about governance, accountability, and conflict of interest.

Trustee Collects 20 Salaries from TMSF-Managed Companies

According to CHP Karabük MP Cevdet Akay, managing a single high-level corporate position demands significant time, expertise, and commitment. “The fact that one individual holds executive board positions in over 20 companies is highly alarming,” said Akay, calling it a case of “extreme centralization of power.”

These companies are part of the vast network now controlled by TMSF, which oversees 770 firms with a combined annual turnover exceeding 100 billion TL.

The Companies Under Şirin’s Control

Among the firms currently run or overseen by Şirin:

  • İmamoğlu İnşaat

  • Koza Altın

  • Koza Anadolu Metal Madencilik

  • İpek Doğal Enerji

  • Birleşik Fon Bankası

  • Türk Altın Holding

  • Trend İnşaat

  • SSB Gayrimenkul

  • Asak Araç Kiralama

  • Asır Çelik Sanayi

  • Asitaş Yapı

  • Asoy Gıda

  • Asoy İnşaat

  • Ayeks İnşaat Sanayi
    …and several others

Critics Warn of Governance and Ethics Breakdown

Opposition figures argue that the appointment of a single trustee to dozens of companies amounts to a shadow monopoly under the guise of state management. There are also growing concerns that trustees like Şirin may be using their positions for political influence and personal financial gain.

TMSF has not responded to calls for transparency over trustee appointments or compensation packages, fueling further speculation about patronage networks and lack of oversight in state-seized assets.

A Broader Pattern?

This isn’t the first time trustee assignments have sparked public outcry in Turkey. Critics say TMSF-run companies have increasingly become political instruments, particularly against opposition-affiliated entities. The issue is particularly sensitive given that İmamoğlu is widely considered a presidential contender in the next election.
