Fikret Bila Reveals Behind-the-Scenes Talks: PKK to Hold Dissolution Congress on May 5 in Sulaymaniyah
Journalist Fikret Bila, speaking on a TV program, shared backstage information, revealing that following the call made by its leader Abdullah Öcalan on February 27, the PKK is expected to convene a dissolution congress in Sulaymaniyah, Iraq on May 5. Bila stated that following the dissolution, the government would likely initiate legislative steps for amnesty and possibly democratization.
The İmralı Process, which began with MHP Chairman Devlet Bahçeli’s call to Öcalan during a parliamentary group meeting on October 22, gained momentum when DEM Party members Sırrı Süreyya Önder and Pervin Buldan met with President Erdoğan at Beştepe — their first meeting in 13 years.
After Öcalan’s February 27 call for the PKK to lay down arms and dissolve, attention turned to whether the group would convene a congress and officially disband. However, neither state officials nor the organization had publicly confirmed a date — until now. Appearing on the program Açıkça with Gökmen Karadağ on Halk TV, Halk TV columnist Fikret Bila shared the latest behind-the-scenes update.
DATE GIVEN FOR CONGRESS

This was the nature of Mr. Bahçeli’s call. Now, the information that has reached backstage circles is that this congress will likely be held on May 5 in Sulaymaniyah,” he stated.
IMRALI DELEGATION’S CONTACTS TO CONTINUE
Until May 5, the İmralı delegation is expected to continue contacts with PKK leaders in Europe and Qandil. “Until May 5, the İmralı delegation — which was received by President Erdoğan — will be engaging in important contacts. One of these will be meetings with PKK leaders in Europe and Qandil,” Bila noted.
DELEGATION TO RETURN TO İMRALI AFTER MEETINGS
According to Bila’s sources, after these meetings conclude, the delegation will return to İmralı to meet with Öcalan again and receive a dissolution message to be conveyed to the congress. This message is initially expected to be in written form, but a video recording could also be considered depending on circumstances:
“Once the meetings are complete, the İmralı delegation will return to İmralı to meet with Öcalan. This meeting is very important, as the message Öcalan will give for the congress expected on May 5 will be obtained as a text and delivered to the congress. This could be a written message or possibly a video recording. Meanwhile, if the PKK declares its dissolution and disarmament, we understand that the National Intelligence Organization (MIT) is working on the steps to follow.”
WHAT WILL HAPPEN TO THOSE WHO DISARM?
The fate of PKK members who disarm after the dissolution is another pressing question. Bila said that efforts are ongoing regarding what will happen to those laying down arms and that new legal regulations may be brought before Parliament:
“What will happen to those who disarm? Where will they be settled? What kind of treatment will they receive? Work is being done on this. As a result of these efforts, we may see some legislative proposals. These contacts are particularly important: DEM Party Deputy Group Chair Sezai Temelli spoke with AK Party Group Chair Abdullah Güler. Immediately after that, Güler met with Justice Minister Yılmaz Tunç. So, there is also intense activity on the government side.”
