AK Party to Cap Property Tax Hikes at 50%

AK Party Parliamentary Group Chair Abdullah Güler announced that the government is working on a new framework to limit excessive property tax increases, introducing a 50% ceiling to prevent sudden and unfair spikes. The measure will be included in the upcoming omnibus bill submitted to Parliament.
Aiming for Fairness Across Neighborhoods
Speaking about the proposal, Güler confirmed that a technical study is underway to correct inconsistencies in property valuations that have caused major disparities in tax bills. “We are conducting a detailed study on property taxes. It’s not yet finalized, but the technical groundwork has been established,” he said.
He emphasized that under the current system, buildings within the same neighborhood can be taxed at vastly different rates due to valuation imbalances. The new regulation seeks to create fairness in assessment without harming municipal revenues.
Two Key Criteria: Land and Building Value
Güler explained that land appreciation and the building’s intrinsic value will remain the two main pillars of the revised taxation model. “Our goal is to ensure that municipalities do not lose revenue while eliminating inequality across districts and neighborhoods,” he added.
Legislative Process Underway
The proposed 50% cap on annual tax increases aims to prevent cases of sudden property revaluations — some of which have led to five- to tenfold tax jumps in recent years. The final provisions are expected to be introduced during the Parliament’s Planning and Budget Committee discussions next week.
If approved, the reform will mark a major step toward stabilizing Türkiye’s real estate tax regime, protecting homeowners from excessive hikes while maintaining municipal fiscal balance.
