Syria and Türkiye Launch “New Phase” of Strategic Partnership

Syria and Türkiye have entered a new phase in bilateral relations built on strategic partnership and mutual respect, Syrian Foreign Minister Asaad Hassan al-Shaibani said after talks in Ankara. The two sides signaled deeper cooperation in energy, trade, infrastructure, and security, while outlining an ambitious regional vision centered on energy transit and post-war reconstruction.


“Reliable Ally”: Damascus Praises Ankara

Syrian Foreign Minister Asaad Hassan al-Shaibani said Syria sees Türkiye as a “reliable ally and partner,” highlighting Ankara’s role in reconstruction, institutional development, and efforts to stabilize the country.

Speaking at a joint press conference with Turkish Foreign Minister Hakan Fidan in Ankara, al-Shaibani said Turkish support has translated into concrete steps on the ground.


Expanding Cooperation Across Key Sectors

The talks between the two sides focused on expanding cooperation in several critical areas:

  • Energy
  • Trade
  • Infrastructure
  • Security coordination

Al-Shaibani said both countries aim to strengthen border security and jointly address threats to national stability.

“Four Seas Project” Vision

A central element of the emerging partnership is the so-called “Four Seas Project.”

The initiative envisions Syria and Türkiye becoming a major transit corridor linking:

  • The Arabian Gulf
  • The Caspian Sea
  • The Mediterranean
  • The Black Sea

The project aims to position both countries as key hubs in regional energy distribution.


Syria Signals Progress in State-Building

Al-Shaibani said Syria’s recovery process is moving forward with “determination and momentum.”

He announced that:

  • A new People’s Assembly will soon hold its first session
  • The parliament follows elections held in Hasakah province

He described it as the first legislature representing a “free Syria.”


Integration of SDF Forces

The Syrian minister said Damascus is continuing to implement its agreement with the Syrian Democratic Forces (SDF).

Efforts are underway to:

  • Integrate SDF fighters into the Syrian Arab Army
  • Restore full state control over borders
  • Regain authority over oil and gas fields and civil institutions

Ceasefire Welcomed, Iran Criticized

Al-Shaibani welcomed the ceasefire between the United States and Iran, calling for durable arrangements that enhance regional stability.

At the same time, he criticized Iran’s role in Syria, saying the country has endured more than 14 years of destabilizing interference by Tehran and its allied militias.

He said the prolonged conflict has:

  • Increased reconstruction costs
  • Damaged the investment climate
  • Slowed economic recovery

Call for International Support

Al-Shaibani urged the international community to play a more active role in Syria’s reconstruction.

He called for:

  • Strategic partnerships
  • Support for long-term regional stability
  • Implementation of the 1974 Disengagement Agreement
  • Withdrawal of Israeli forces from Syrian territory

He said Syria aims to become a hub for cooperation, development, and prosperity.


Türkiye Emphasizes Regional Stability

Turkish Foreign Minister Hakan Fidan said Syria’s stability is essential for broader regional peace.

He stressed that:

  • The security of Türkiye and Syria is interconnected
  • Stability in Syria directly contributes to regional stability

Fidan also welcomed the US-Iran ceasefire and expressed hope it would extend to Lebanon and evolve into a lasting peace.

He reaffirmed Türkiye’s continued support for Syria’s efforts toward national reconciliation.


Outlook: Strategic Alignment Deepens

The Ankara talks signal a deepening alignment between Syria and Türkiye at a time of shifting regional dynamics.

With a focus on reconstruction, energy cooperation, and security coordination, the two countries appear to be laying the groundwork for a broader regional role in the years ahead.
