İzmir Housing Investigation: CHP Ankara Chair Detained

Ümit Erkol

A major legal operation was launched on the morning of April 9, 2026, as part of an ongoing investigation into housing construction cooperatives linked to the İzmir Metropolitan Municipality. The most significant development in this latest wave is the detention of Ümit Erkol, the CHP Ankara Provincial Chairperson, who was taken into custody in Ankara and transported to İzmir for questioning.

The investigation, overseen by the İzmir Chief Public Prosecutor’s Office, focuses on allegations of financial irregularities and administrative misconduct within urban transformation projects.

Focus of the Operation: Gaziemir Housing Cooperative

The dawn raids targeted individuals associated with the Gaziemir Housing Construction Cooperative, a key entity in İzmir’s municipal kentsel dönüşüm (urban transformation) efforts. Along with Ümit Erkol, other individuals detained include:

  • Ayşe Cansu Ayhan

  • Pakize Kavak

The suspects are facing serious charges, including misuse of office, negligence of supervisory duties, and embezzlement. These allegations suggest that cooperative funds and municipal resources may have been mismanaged or diverted during the construction and allocation processes.

Background: The “Cooperative Case” and High-Profile Suspects

This operation is the latest chapter in a broader “corruption” probe that has already seen 65 people named as defendants. The case previously made headlines with the involvement of several prominent political and municipal figures who are currently facing trial:

  • Tunç Soyer: Former Mayor of İzmir Metropolitan Municipality.

  • Heval Savaş Kaya: Former General Manager of İZBETON.

  • Şenol Aslanoğlu: Former CHP İzmir Provincial Chairperson.

The core of the legal battle centers on the “cooperative model” used by the municipality for urban transformation, which critics and prosecutors claim bypassed standard public procurement laws and resulted in a lack of transparency.

Who is Ümit Erkol?

Ümit Erkol is a seasoned political figure and medical professional. A graduate of Ankara University Faculty of Medicine, he served as the President of the Ankara Medical Chamber before moving into high-level roles within the CHP.

  • Political Career: He served as CHP Ankara Provincial Vice President, a consultant to the Deputy Chairman for Party Education, and a founding member of the CHP Party School.

  • Current Role: He was re-elected as the CHP Ankara Provincial Chairperson for a second term during the 39th Ordinary Provincial Congress in 2025.

The detention of a sitting provincial chairperson from the capital is expected to increase political tension between the government and the main opposition, as the CHP leadership often frames these investigations as politically motivated attempts to hinder municipal services and opposition organizations.
