A significant transition is underway for seasonal employees at the General Directorate of Tea Enterprises (ÇAYKUR), as a new Presidential Decree published in the Official Gazette authorizes ÇAYKUR to contract personnel appointments for eligible workers. Under the new regulation, up to 150 temporary workers who meet specific seniority and age criteria will be eligible for transition into permanent contracted positions. This move aims to stabilize the workforce within the state-run tea giant while providing long-term career security for experienced seasonal staff.
Eligibility Criteria for ÇAYKUR Contracted Personnel Appointments
The transition is not automatic; candidates must meet rigorous requirements to qualify for ÇAYKUR-contracted personnel appointments. According to the decree, workers must have been employed in ÇAYKUR’s labor ranks for at least five years or have served at least 25 months within temporary work positions over the last five years. Furthermore, candidates must maintain an active relationship with the General Directorate at the time of the regulation.
Additional mandatory conditions include:
-
Age Limit: Candidates must not have reached the age of 40 as of January 1st of the current year.
-
Examination Merit: Selection will be based on the ranking of valid Public Personnel Selection Examination (KPSS) scores.
-
Quota Limit: The total number of staff transitioned under this regulation is strictly capped at 150.
Service Credit and Implementation Timeline
One of the most vital aspects of ÇAYKUR-contracted personnel appointments is the preservation of employees’ rights. The regulation stipulates that the total service duration of these workers, excluding periods for which severance pay has already been issued, will be factored into the calculation of retirement bonuses. Essentially, the time spent as a seasonal worker will be recognized as past service in their new contracted roles, ensuring a seamless transition regarding seniority benefits.
The General Directorate has been given a three-month window from the decree’s effective date to complete all administrative procedures. During this period, no other appointments can be made to the vacant contracted positions outside of this specific framework. This targeted administrative action reflects a broader effort to optimize public sector employment by rewarding the loyalty and experience of long-term temporary staff in critical agricultural enterprises.
