Government’s First Offer in 8th Term Collective Agreement Falls Short of Union Demands

The Turkish government has presented its first wage increase proposal for the 8th Term Collective Agreement talks, covering around 4 million public employees and over 2 million retired civil servants.

Under the proposal, civil servants and retirees would receive a 10% raise for the first half of 2026 and 6% for the second half. For 2027, the offer includes 4% increases in both the first and second halves of the year.

Union Demands Far Higher
The authorized union Memur-Sen had sought far larger increases. For 2026, it demanded a ₺10,000 raise to the base salary, an additional 10% welfare share, and a 25% raise for the first half — amounting to a total increase of 88% for the year.

For 2027, Memur-Sen requested a ₺7,500 base salary raise, a 20% first-half increase, and 15% in the second half, totaling 47% for the year. The union also called for inflation compensation to be paid with an additional 2-point increase starting from the month inflation surpasses contractual raises.

With the government’s offer significantly below these demands, all eyes are now on the union delegation to see how negotiations will proceed in the coming days.
